    In almost every state there are rules/statutes that conflict with the COE. Which one takes priority? Most instructors I have seen recently are saying "Not in my state". The answer is "Yes in your state". if the COE supersedes the Statute/Rule you follow the COE IF you are teaching REALTORS otherwise you follow the State Regs. But Instructors aren't doing that.
